This is the Aogiri arc. Evidence:
We've got Mutsuki who's about to be caught and tortured by Torso (paralleling Kaneki and Jason)
The CCG is about to do a raid on Aogiri (same like in Tokyo Ghoul)
There is a lot that will be going down in this arc that Amon showing up would feel to bloated. Donato said that Amon was one of Kaneki's keys so the only way I could see his entrance back into the story as a character and not a cameo would be if Kaneki mentally lost it (maybe could happen in this arc) and Amon showing his face would make Kaneki realize that he's not a killer, etc., etc. And then it would lead into the Cochlear break out arc to save Hinami.
But you know what? Take the above with a grain of salt because Ishida has been good at making this story unpredictable. Chances are we are both wrong

He ties in really well with the characters who are supposed to show up in this arc, though. He should definitely meet up with Ayato. The original manga had him chasing "black rabbit" for a long time, and it all led to nothing. Now that Ayato is most likely getting screentime this arc, we might finally see a meeting long overdue.
Also, Amon seems to be enemies with Aogiri, so now's high time for him to make an appearance. He's probably got some scores to settle with Kanou too, and we sure as hell will be seeing the doctor pretty soon. Even more, I don't see the story ending without him facing Seidou.

I hope you realize that the CCG will come out as the over all loser of this raid.
CCG has succeeded in cleaning up a lot of Tokyo, weakening Aogiri, and boosting their numbers.
The story can't go on if the ghouls outright lose, and the CCG haven't went against the clowns yet. A new turn in the story is needed to revitalize the ghoul side a bit and destabilize the CCG, the latter of which has been hinted at a lot with the inner conflicts and politics.
Also, keep in mind that V does not want the CCG to win, that is already reason enough to know that they won't.
Either they lose, or Ishida reveals a new ghoul superpower organization out of nowhere.
