I'm sorry anon, but yes. The upscaling method is terrible. It's only worth it for the art and the Avvenire OVA(s).
Well, we haven't seen The Natural and The Origination box sets yet.
It would be amazing if The Origination had been produced in HD (as it's a 16:9 2008 show) but I doubt it very much.

It really is. There were plenty of HD anime in 2008 but I imagine they choose to produce in SD and broadcast on analog TV.

Well that was like 2007 or so when it came out and Tech since the first season had improved a lot by then. Take a look at what else came out then stuff like natsume, TTGL and bake.
