It's monster of the week show.
There's some plot and there is character development.
It's a show aimed towards little girls, actual little girls.
And don't think of 12 year old girls, the newer seasons are mostly for 8 year olds.
Fresh was popular with an older audience, Heartcatch has most universal praise.
In the end it's a show for little girls.
And I shouldn't have spend time writing more than 2 sentences.

It is an average fighting mahou shoujo and probably more or less the baseline for the past ten years; contrast with magical girl adventure stories which are pretty different by nature, and the late night MS series intended for teenage boys and young men (think Nanoha). It is indeed rife with QUALITY with some seasons having it pretty much every episode in glaring ways (like Fresh) and some where it's rare and/or very well camouflaged (like Smile). It is also full of stock footage, particularly of a kind to shill cheap plastic toys, but that doesn't keep some of them from being especially pretty or well-done (see Suite's transformation animation if you want examples of some of the nicest).
Seasons range from having "crazy kungfu" every two to four episodes, while others only bust it out for the big climax episodes (that happen every cour or so). Fair warning, you may have seen the best 60 seconds of 50+ episodes worth of content, so it's best not to assume it'll be like that wall-to-wall.

Close was fun but a pretty standard angry villain and his hate-on for Flora developed gradually into this more brutal and ruthless violence as the show went on.
Shut started life as the vain okama type, and his obsession with Twilight almost felt like a throwaway until they started showing how conflicted he was about Scarlet. His short scenes with Miss Shamour helped a ton too.
Lock wasn't terribly compelling (unless you like little boys) before he got that magnificent bastard moment with his plot to steal the keys and dragon form, and the split character idea was something different. As Kuroro, though, he's been there largely to represent the everyfairy of the Hope Kingdom and keep Towa and Kanata reminded of their motivations. But is that awesome?

This episode had so many good shots of Kirara's legs.
I was quite surprised to see it end the way it did, though. To me it felt like it went against the message of the show.
