I really have to disagree with this completely.
The episodes we've had so far up to this point, have just been retellings of the movies. I don't know if you're aware, but these films have made bucketloads of money in Japan. Everybody and their dog has seen Battle of Gods by now, and the same will likely apply to RoF.
Notice how the amount of advertising for Super was so small? How it was literally just ''oh ye btw there's a new dragon ball series coming'', then there was like, a 7 second promo clip after Kai finished broadcasting, and then 2 weeks later we had episode 1?
I have a strong feeling that all the Super episodes so far have acted as a 5 month ''preview'' to get new audiences watching the show.
They can't bank on everybody watching the movies before watching Super, and they can't advertise RoF at the SAME TIME as Super, so these past 20 something episodes have just been cheap material to help get people up to speed, before the new material arrives.
Notice how, when we get new material not shown in the films, the animation immediately increases?

Listen, you need to learn the process of anime productions. If the team in charge of DBS doesn't change the quality won't be any higher. The current team is always behind schedule, fucking things up and relying on Toei Phils to cover up their mess. ADs can't fix every cuts considering there's too many shitty cuts and the too much tight scheduling.
It doesn't matter if there's a huge turn out in the show or not. If animators can't work on the show because of the deadlines, you'll get nothing but QUALITY everywhere.

Super and Dragonball GT suffer from opposite issues. I enjoy Super's lighthearted tone and the characters are a bit silly in toriyama fashion. BUT it's got the issue of relying a bit on just taking previously established stuff and putting it on a slightly bigger scale (Then again I'd argue Cell feels very similar to that). While GT actually has decent concepts for a more serious story and they're put together so horribly and in such a messy manner you can't even enjoy it, while also feeling kind of like a fanfiction written by a teenage boy.
