Part 1 Dio was young, brash, just started doing his thing and had a very personal relationship with the protagonist so obviously he was gonna have more screentime.
Part 3 DIO, on the other hand, is a mature, experienced and seasoned Dio, who is also a completely different kind of villain for Jotaro.
In part 1, Dio was Jonathan's rival.
In part 3, DIO was the ancient evil that killed Jotaro's ancestors, he was fighting a very much uphill battle and wasn't in any way on equal footing with Dio (in regards to relations) like Jonathan was. In this case, it was a completely different journey, a journey to face his destiny and finish Jonathan's legacy. Part 3 DIO is a perfect final villain for the Dio/Joestar saga.

It's like the character was tailor made for me. Everything, his looks, his voice, the fact that he's a vampire (but one of the VERY few vampires who is absolutely not defined by the fact that he's a vampire, he's Dio first and foremost and even if he lost his vampirism he'd still be just as awesome), his powers, his fashion sense, the fact that despite his vast power and intellect he is still a very flawed individual and those flaws come to bite him in the ass, his ambition and willpower, and maybe most importantly, the fact that he literally rose from nothing (a poor orphan) and obtained godlike power, all of that forms the perfect character for my tastes.
The worst thing is, i want him to win, but i don't want it to be at the expense of Joestars (all of whom i also greatly admire), so i'm fucked no matter what happens. Also, no matter how much i love DIO, i never forgave him for Jonathan. Never.

As a merc, a great leader who is building, or has built, himself a great reputation means cash and relative security. They all arguably had their own goals; some of them did it for fame, some 'just' to earn a living, others because they wanted to be with Griffith while he was fulfilling his dream. None of those reasons compute with "they were ready to die for him anyway, might as well sacrifice them to demons and send their souls to hell". There was a selfish reason behind everyone that joined the hawks, that is just human nature, and you made it sound like they were willing to become his stepping stones, only to be discarded later, absolutely selflessly. I think that might have only been in the anime, I'm not sure. But I know in the manga it was space lasers. He also had some kind of ultimate offense/defense over soul on top of his immensely strong spirit power.
