Gohan's always said he'd rather not fight if there were other options, but he's also always been really protective of his friends. You'd think that after constantly facing one super strong threat after another that he'd at least train a little bit to make sure he was strong enough to protect people. It's like after the Cell Saga he just said fuck it, until that whole Ultimate Gohan bullshit.
Think about why he wanted to become a super saiyan in the first place? He didn't like to fight, but he wanted to get as strong as possible to make sure everyone was safe. He trained his ASS off to make sure of that. Then, when Cell was destroyed, he completely slacked off while at least Vegeta had the sense to keep training because he knew there were probably stronger foes out there.
