Reread Arlong Park, and where he touches it during Dressrosa. Under sea water, Luffy was weakened to the point of being unconcious but remained rubber. When he touched it in the Dressrosa colosseum he was weakened and stretched out all rubbery as he fell to the ground.

I actually think a devil fruit user with some of the biggest potential is Baby 5.
Her power is to turn her body into weapons. But thus far, she's only turned herself into traditional firearms and melee weapons. Is that truly the fruits limit?
For instance, can she replicate the pacifistas laser beams? Those are weapons. Hell could she become weapons that don't even exist in their world? Could she turn her arm into a nuclear warhead launching railgun if she was creative enough to imagine it?

No, Seastone has never been demonstrated to turn powers off. He hurt Luffy because even touching Seastone immediately fatigues you. Seastone is just a solid form of the sea. And it depends on your definition of weapon. Could she turn into acid, mustard gas, or a use viruses? Those are chemical weapons and disease has been used as a weapon in medieval times (Specifically in the Siege of Caffa in 1346 where plague ridden corpses were catapulted into the walls of a city.)
My only guess is that it only applies to the traditional definition of a weapon and the Pacifista laser don't count because they're too futuristic.
