the timing of anime is based around the cadence of japanese language which is not very close to english language so english dubs usually have to mangle the script and use awkward phrasing in order to convey the scenes
really good translators can work around this and really good VAs can make it work

The jokes in comedy anime are far more entertaining in English as they are told in a way that an English speaking audience can understand the humor. When you watch a comedy anime subbed weather you realize it or not you are mostly laughing at the animation and just understanding what's happening with the English text at the bottom of the screen. I've tried a lot of comedy dubs and they were all ass.
As for non comedy dubs there are obvious exceptions but most of them are really bad or mediocre mostly because of the shitty VAs and overly localized or just pplain bad scripts. The only reason to watch dubs is if you really don't like watching things in other languages for whatever autistic reason.
