It's actually the exact opposite. GER tells Diavolo that Giorno can't control it, and Giorno himself tells Trish and Mista he's not really sure what it did. He only kinda guesses what it did based on what he saw happen.
Also, while on the topic, everyone always says GER is OP because of it's ability to nullify effects but that's not quite it. It's a very specific ability, but it's ability is to allow fate to play itself out properly. If someone uses their Stand to alter fate, like Diavolo looking into the future or Boingo using Thoth to his advantage, GER can nullify the effect of it.
The never-ending death is a result of GER's life-giving ability, just like plain-old GE but on steroids. Similar to how GE trapped Buccellati's soul in a dead body, GER trapped Diavolo's soul in an "immortal" body.

It's not 100% clear, but assumingly he did.
When Polnareff first unlocked SCR by pricking his finger on it by accident like the dumbass he is, he was able to revert Silver Chariot Requiem back to plain old Silver Chariot by taking the arrow out of it's hand before it was able to fuse with him.
When Diavolo tries to kill Polnareff, the arrow fuses with SC and it becomes SCR again. However Diavolo kills Polnareff so the Stand goes on autopilot, without a master to control it.
GE is also fused with the arrow when it pricks it's wrist, but this time the arrow was able to completely fuse with him instead of being interrupted.
We've only seen two Requiems, but based off what we have seen, Giorno should still be in control of GER, but due to the arrow fully fusing with him he can't switch back to Gold Experience. It's all GER all the time. And I shouldn't have said he can't control it, that's wrong. I meant he just doesn't know what it does, so in a sense he's not controlling it.He's just using it to punch Diavolo and hoping it stops him based on Polnareff's speech about the arrow and requiems being the only thing that will stop him.
Giorno kind of figured out it's abilities by the end of Part V through after seeing what happened and inferring the rest.

In the same way, Diavolo can never die no matter what he does.

There are some moments that are more than just a frame, and on repeated viewings it becomes more noticeable. The fact that a lot of them weren't fixed fully in the BDs is also disappointing.
Still, I like that the anime captures a lot of the same crazy tone as the manga, which I always felt missing in the OVA versions despite maybe a better looking fight (although not devoid of its own QUALITY moments). Part 3 was rather off at times but I loved Part 2 so I'm still holding out on DP.

Part 5 has a lot of similarities to Part 3 but unforuntately having the hidden antagonist was one of them. He only really shows up at the end and there's not nearly enough time to develop. DIO at least could fall back on the fact he was a returning character, so it wasn't as bad.

Not him and it does, but we've never seen GE appear after that in the manga in place of GER. It's possible that the arrow piercing GE was permanent since it had already "fused" with the stand, creating another one for whatever reason. That's just speculation though.

This guide works up until the red X on pic related. The files for some reason don't extract properly and I found some other obscure tool somewhere on the internet which actually succeeded but every single audio file (which were extracted as .hca files from this .awb) sounded like nothing but high frequency jibberish.

Requiem is never nice. Chariot Requiem wasn't just swapping bodies, it was also fast forwarding evolution, causing everything around it to begin transforming into horrible things. What I don't get is why Polnareff couldn't control Chariot Reqiuem the first time it happened, and why his Stand didn't stick to him in the turtle body, his soul was still well alive, so theres no reason his Stand should go wild.

I don't really understand why people treat Dio's World like it's the worst thing to happen to jojo. I was hyped for the entire thing during the anime and really didn't notice any bits that made it out to be a travesty. Hell, the road roller scene on it's own as well as the hype from Dio's voice actor made it genuinely great to watch.
