Basically, the more confused the 4th dimension being gets, the more abnormalities happen, as he tries to line it up again the way he thinks its supposed to go in a sense. Him observing "But it was supposed to go like this" makes things sometimes get strange. Also sometimes he is just trying to play along as well, like that one time with Coco when they played chicken. However Coco is the only one who can perceive him at that time. Which is why you'll have some stranger anomalies in the year 2034 compared to the year 2017, since Coco can perceive him in the latter, she knows what he's doing, but she's not there to perceive him in the former, where even he doesn't know what he's doing.
Although there were times that it gets even stranger as well, because reality keeps getting mixed up. The 4th dimensional being is outside of time, meaning he can effect it, and effect the entire result retroactively in strange ways. This is something bigger than reality itself, peering into their world, shit gets strange because of it.
A lot of things can be reasonably chalked up to Blick Winkle in the end.
