I disagree. Eva defines the 90s, while Bebop's episodic nature only serves to elevate it, and not much more. Something like Utena, while not as popular, has lasting influences on anime reaching far further than Bebop. It's simply not revolutionary enough to have made an impact, good as a show it is.

After much consideration, I'd pick K-On. The seeds were sown by the likes of Azumanga Daioh but the whole CGDCT really took off because of K-On. It came in late though so there's probably a better choice from the early to mid 2000's.
real-talk i thought the people saying k-on were just shitposting. i enjoyed it a ton, but by no means a master piece. i mean, half the characters were living stereotypes, yui especially.
