It says that each ray has power comparable to Excalibur. Rather lower, since it goes with A rank instead of the full powered A++. It's not superior in raw strangth, but in number of shots.
Also Excalibur is only equal or greater than Enuma Elish at full power, and there's never been a situation where that power could be unlocked. The full power excalibur would logically be well above the A++ version given what it's supposed to be for.

We've had about eight anti-world NPs to date, you can learn what they all have in common. Its not an ability to destroy marbles, its an ability to effect the world.

Rather the only two times we see him go all out with it, its meant to be the sword that shatters "the world". Not the entire world, not the planet, but yes the world around them at least.
This is in contrast with Enkidu's version of Ea which "Builds the world". When both items conflict with each other, the world is being torn apart and rebuilt every second or so.
Its not a threat to the planet, but eventually if they keep doing that shit Gaia might send something to slap their asses, as if they were a mosquito on its neck.
