For starters we have Haruto, a strong brave pilot that delves into emotional struggle that is completely unavoidable and tries to make out despite the situation getting only worse. He ends up likable because he does all he can to further the plot or better himself and everyone cried when he died because he was such a good mc.
Shouko is a smart little girl that only serves to be a plot device to make the show take an interestnig turn.
L-Elf exists to "fix" the Module and move it along. Great character development and doesn't exit the show as he entered.
The side characters are interesting stereotypes with good change, development, and impact on the plot.
The villains are unpredictable, and interesting with great motivations other than being mustache twirlingly evil.

Valvrave had great animation. The animation was fluid and sterile which didn't make everything come off as slow and sluggish and doesn't create a dissonance between the narrative and the animation. One of the perks of CGI animation is the abilitiy to pull off more interesting and/or difficult choreogrophy and cinematogrophy. Valvrave, infact, did so and utilized a dynamic camera with absolutely interesting compositions.

Haruto constantly grows up, always changes, has impact on the main plot or rest of the cast, and is overall useful.

I love Shinji more than I care about Haruto, but this is false. Shinji is a whiny bitch who needed to end the fucking world to get over his issues of getting close to people and open up. He's a coward, who does what he's told because he wants his father's and everyone's approval. He's also apathetic and couldn't give a shit if the world ended as long as people caved to him. He even said so in episode 24.
Haruto meanwhile was selfless to the point of martyrhood in the end.
