Kazuhide Tomonaga did a lot of KA in this episode.
Well, its understandable that he can't do a lot of KA in tv series since he's the chief director.
There is no "good" or "bad" in animation.
the only important thing to see is if it shows well the action the characters are doing and the kind of scene that's taking place. If they did the skateboard scene in kid's story with the traditional anime style it would just look stiff and not nearly as engaging.

Yes,it is, it is good as animation but in that moment it felt really wasted and out of place. Should have used that kind of animation in a running/fleeing scene or in the oniric scene that was in the very same episode.
Also, anyone know about that Shirobako budle that include intervew with Inoue ? Is it available to purchase online ?

Good thing mass appeal has nothing to do with good or bad.
And even without "mass appeal" the guy is still featured in quite a few ghibli movies.
Ohira's key animation always felt "out of place" for anyone who isn't used to his style. But every animator in Japan agree that Ohira is one of the best animator in the world.
Even Inoue himself said Ohira is truly genius.

I had the same problem but that's only because the webm starts abruptly in the middle of the action, if you start from before it doesn't really feel too action-ish
ah yes, I just know that was Sasuke vs Kinshiki from the thumbnail. Just checked again and that was from the middle of fight, where it starts good.
The battle in the dungeon / inside building too flashy for me, almost like Abe but worse.
Good animation is something that is easy to look at, makes me tingly inside and looks good. UBW does all that.
Well right now it just looks like complete shit. It's not even hyperbole to say it looks like dogshit on screen because it does. Also it doesn't even have enough fluidity to look stylish which is a fucking weird.

Readable action. You have to tell what he fucks happening
Consisten flow of action. You dont want choppy looking movement.
An understanding of physics and hoe the world and action affects movement. Gotta make it feel believable
