Correction. Fubuki is not just somewhat powerful; she is powerful. She and Tatsumaki are renowned in the esper world for their strength, after all.
What people keep forgetting is that Fubuki stays in B class because she wants to be number 1 at something and that Sweet Mask sets a high hurdle for rank 1 in A class as, without any doubt, he'd be one of the stronger members in S class.
Fubuki actually is a "great person" herself. Even the A class heroes who were with Saitama acknowledged that when she arrived. Although rankings matter a lot for reputation, it goes to show what dominating an entire class and preventing anyone from moving up can do to show off your power, hence why they were impressed that Saitama had connections with the Fubuki Group which, while not being comparable to King, is still a pretty big deal in the hero business.
Saitama is a nice guy who helps whoever, but you need to read his attitude better. Fubuki is an 'acquaintance', but so are Genos, King, Bang, and Rider. 3 of those 4 he's explicitly called 'acquaintances'. The difference between being called a friend or acquaintance is not one of attitude, but how close you feel you are to someone.
Fubuki, right now, is just someone who hangs around him. Although he expresses annoyance towards her, he's also been considerate of her situation and is trying to help resolve her issues as best as an unrelated person can. He's definitely not being tsun, but he's not uncaring like you say he is.
That's the theme for Tatsumaki and Fubuki's arc. Relationships. Even if you don't call someone a friend, you can still care enough to try and help them out or protect them from something. It's called being neighborly. Sociable.

I just realized with Fubuki at B class rank 1 how would there ever be any new A class members? She is at least low S class tier from what we have seem when she is serious. I mean even garbage like Zombie man is in S and he seems to be a normal human who's only power is that he can't die very easy. I mean if the requirements for being in S class is to have an actual super power or actually be superhuman it's hard to seen many people passing her when you have A class heroes like that dancing guy or frog mask man. Even competent A class heroes like Stinger don't really seem like they would be able to outrank her if they were B class.
