I think art quality and direction is a lot more important. Pic related for instance, Planetes, aired in 2003/4. This is a bit of a dark age for art due to the transition to digital animation but it looked exceptional.

Mostly accurate. 70s and 80s aesthetics were great, but actual quality and motion tended to suffer. Current style isn't bad, but insists on degrading itself with ugly color palettes and bad cg. OVAs from 85 up until the death of cel animation are still the best.
