She is severely underused. You know why Bleach lost popularity and got its anime canned? Because Rukia became less than a sideline character.
Substitute Shinigami arc kicked off the series and drew interest from the audience, with her acting as mentor and teaching Ichigo the ropes.
Soul Society arc was a rescue arc for her with high stakes, and her imprisonment/execution scene had some of the most powerful scenes in the series.
Mexico had her barging in with Renji and while the Ulquiorra-Orihime intrigue stole the show, she still had something to do and the Kaien flashback was great.
Nowadays it's just shafting, shafting, shafting. Kubo is leaning heavily on Hitsugaya and Byakuya to hold the fans together and even they're getting stale.

I personally love the character but like it was already mentioned, the series in which she is is terrible. Well, more like, it turned terrible.
