2) We don't know how these transformations work, it could follow some formula that makes him exponentially stronger;
3) Even with normal training, it seems the higher is your ki, the easier it becomes to enhance it. At least for some races, like Saiyans and Frieza.
We have never had any details on how these trasformations boosts one's ki nor had any detailed explanation of how training raises your max ki, so Toriyama is basically free to do whatever he wants with power levels. He could say Frieza's transformations makes him exponentially stronger, so even small increase in his base form would get him a enormous boosts.
