Kerry was too simplistically written. The way in which he saw the world was too black and white - think of his 2 ships analogy.
He's supposed to be this morally ambiguous man who's seen too much shit, that the only thing he found to fix the world for the better was the GW.
That's all great, but it was ultimately written in a rather juvenile way, that his character lacks any proper build-up to justify the type of man he became.
In Shirou's case, he isn't particularly well-written either, but he's written in a more heroic fashion, thus people cut his character a lot more slack than they do with Kerry.
