Artist here, he is actually wasting time doing that.
Truthfully, regardless of what his intentions are, he is just wasting effort and energy doing the same thing over and over again, and he could have got it right on the 3rd time and left it alone.
There is a thing as under developed, and over developed.
As you can see him inking the artwork right now, it was a waste of time to erase and redraw the lines because now he is no longer following those lines, hes just making the pen strokes.
If you are leaving the artwork finished at pencil its best to make sure it looks correct.
If you are planning to ink, a sketch is fine, provided the ink fills in details and gaps later.
Thats why companies hire inkers and colorists, get shit done faster.

You do realize that they, well pretty much all manga artists use a fountain pen right? Even American inkers do.
You know how to get the blood splatter effect in your manga?
Tab your fountain pen into ink, get a straw, have it cut at a slant. Blow a gentle wind and presto, blood splatter.
Similar you can just use gauze to help make texture, again, tab it into ink, dont over saturate.

For a long time, if you read the webcomic you knew what was gonna happen in the manga, so most people just followed it for the art.
But recently the manga deviated from the comic. The writer is adding a bunch of the new stuff for the current arc, so even reading the webcomic won't mean you'll know what's coming.
The Monster Association is something that's gonna come up in the manga soon, by the way.

trust me, your eyes get use to it.
with that said, read both. while generally the same, there's big enough deviations that makes both worth it. Where as the Webcomic kinda went straight into Bang focus with garou and the monster association arc kinda shot straight into center stage, the manga gave the Elder Centipede arc to Metal Bat, and his awesome activity preluding the Monster Association arc. Centipede monster played way differently in the two versions
