It's some stupid term that people are trying to use.

At worst it is just some buzzword that people use for anything they dont like, or as bait to troll others

At best it means animation that doesnt feel right/surreal/glaring/out of place. If a show has a very flat 2-3 shadow style and then all of a sudden it has one character out of a scene having lots of movement within frames and more complicated shadow work, even more colors of shadows, that character becomes glaring in the scene because it is so different from everything else around it.

Having more focus on one piece of animation compared to other pieces has to happen though, especially in an anime that has action scenes. Think of Eva, it literally has scenes that dont move for about a minute straight because they wanted to save money. That is glaring, but they were able to make it work some of the time.

I've never used it myself but it has always been used to describe scenes which look awkward due to too much movement. Joshiraku actually made fun of it.
Of course, every sort of idiot is going to misuse it, fail to recognize actual good animation, say an entire series has forced animation because of one scene, and just generally shitpost. It can't be helped.

Action scenes generally merit it, generic talking SoL scenes from moeshit do not. Animation for the sake of animation is just a waste of budget, because when you get right down to it, animation is just a tool used to portray a story. A poorly animated anime with a good story is far better than a sakuga anime with a shitty story.
