It does not have a good world building in fact we don't even care about the setting at this point. The mc has no motivated goal since he only does things because he wants to. This story has a goal and slowly building it's world and elements in a way that makes you want more. The mc has more personality than Saitama and actually wants to improve.

But it does have world building. The world is one huge landmass. The world is a place that monsters can get transformed from humans. There are beings that can fight them without turning into a monster themselves. The association, the monsters league and a lot of dojos. We know that the monsters have their own network and groups. The heroes association and the police have a bad relationship. Monsters are normal and have been there for a long time. And there are a lot more things.
He does have a goal. That is to be a hero and face a challange that can make him excited.

I'm surprised at how much the author has accomplished with only 20 or so chapters. There's a lot of light-hearted segments, but the plot is clearly defined and moving at a good pace.
I reckon that the humans might have been invaded in the past by monsters spawned from the demon world's toxins. Since human-demon relations had broken off long ago, they probably mistook those attacks for a demon invasion. It'd explain why Helck recognized the new world organism, and why the humans are launching that crusade of theirs.
