The amount of manga which gets scanned or translated only scratches the surface of a MASSIVE pool of content which is created in japan.
Japan practically prints more pages of manga than they produce toilet paper.
There are tons, TONS of female mangaka, most of the draw manga which is targeted to women, and women are a strong consumer force in the manga scene as well, a lot of Shonen manga have primarily female fan bases due to all the attractive male characters.
There are magazines which feature all female artists, there are publishing companies which cater to female artists, its a big deal to say the least.
But these are just female mangaka whom outwardly show their femininity, many choose to hide behind a pen name, which could indicate that the number of female mangaka is larger. Many Yoai/Bara mangaka are women, but also many hetero hentai mangaka are also women, some even doing loli manga (pic related was made by a popular female artist)
In japan, at least in the consumer world of japan, all genders are equally pandered to, and money rules above all else, if someone likes something, you can make money off it, regardless of who you are, what the subject is or who the consumer happens to be.
You have to understand though that the perceivable spectrum of manga which westerners see is a TINY portion of the manga on the market, and sadly tons of manga which is targeted to women just doesnt get scanned or translated which makes the content seem scaled more towards the male demographic, when in reality that isnt the case.

Unfortunately the fact is that it can take a good part of a generation to change an entrenched industry that's stuck in a local minima, sometimes you just plain have to wait for the old guard to literally die out (or at least retire). Plus there's the issue of globalization and local specialties that make it even harder at this point. In the 70s, 80s and even early 90s if westerners wanted to read a larger variety of stuff local was the only major choice, and in turn there was a captive market. If the industry had chosen to be more innovative at that point there would have been more room to grow and start small and work their way up. Now though anyone who wants more variety can just plain go get it from Japan, so rather then starting from zero comics have to deal with a very experienced, diverse and mature concentrated industry elsewhere. It's the same basic economics you see play out in other fields, like the USA in a lot of software dev. Despite the market outside the USA long since becoming gigantic and critical and despite the best efforts of lots of other countries American firms simply have a much deeper well of experience and structures to draw on.

Looking back it's actually pretty amazing what that one, single artist accomplished in the newspaper comic industry, he singlehandedly forced a lot of good practices that helped stave off its total decay by possibly decades. I got all his books back in the day and it was really interesting to read about his behind the scenes fights against the shitty standards of the medium, how he started to insist on not having his stuff fucked with which gave him way more creative room.
I respect him a ton not just for what he did, but what he DIDN'T: he decided not to do the standard big cash in by making TV or movies or tons of merchandise or whatever, nor to just keep the thing going as a zombie forever once he decided it was done. That's one of the real keys to the manga/anime industry, that they're constant FINISHING stuff and moving on. The gigantic multiyear epic franchises are a tiny minority, so even when lots of it is inevitably crap it doesn't stick around, what works gets used and what doesn't fades away. Creative destruction, as opposed to the complete allergy to new IPs that is so common here.
