I kinda get this feeling that the mask will end up going away after a while and be replaced with something else.
The problem is without the mask or the goofy chinguard thing he basically just looks like a tryhard at Planet Fitness. I imagine Horikoshi thinks it'd be cornier if he had him TOTALLY copy All Might and go for the golden-age cape stuff.
Symbol of Peace can't wear a mask yo- especially one that's All Might cosplay.

Structure-wise, it IS pretty similar to Naruto prior to the end of the chunin tournament.
On the other hand, that was the period when Naruto was still good. So it's not the worst comparison.
