I doubt Fubuki can win against Tats even with all the rage available, but it would be nice if she could at least get a scratch in. She needs to grow, and Tats seems to not want that at all.

Fubuki will be the stereotypical hardwork beats natural talent. She is constantly training to get out of Tatsumaki's shadow.
Tatsumaki was born with a esper powerlevel of a billion so she wasn't even aware of things like people being too heavy to throw until recently.
Her being injured even a little could throw off her game enough for Fubuki + the power of acquaintship to get the upperhand

I don't think it was her defeat that caused the mental break. Garou told Tatsumaki that he killed Fubuki while tatsumaki was at the weakest point in her life.
that probably changed her entire perspective on everything. She was strong enough that should could protect Fubuki from anything and this was the first time she couldn't save her(at least in her mind at the time)
Everything worked out that time but she has no idea when another Garou level threat will come. She needs to push bother herself and Fubuki in her own twisted love way to make sure she doesn't lose her.
