Apparently this line is consistent across all dubs and the Japanese version of the film.
I know Toriyama is senile and doesn't know about consistency but that line was the most ridiculous in the film. If it was 1.2 BILLION, then it would've made sense. Going to final form and 100%, that would've made his power level in the hundreds of billions and its understandable even ssj3 would get stomped.

Frieza was around 500k in base form. Second form was 10x according to Piccolo (over 1mil according to Frieza himself). At 100% power he was able to go toe to toe with SSJ1 Goku. SSJ1 Trunks (who is stronger than SSJ1 Goku on Namek) kills Frieza without effort. SSJ1 however isn't enough to even come close to the androids, which are later shown to not even come close to Cell. SSJ2 is the only thing that can beat Cell, but is no match for Buu (even SSJ3 is no match for fat Buu, let alone any later forms of Buu).
People have done the math and Cell would be put around a billion at his peak, Buu going well into the dozens of billions.

What's the formula used by his final form? We don't fucking know.
Let's say it's PL^(1.42). Then, for a PL=500k, his final form would be around 120kk. But if he boosts his PL to 1,2kk, his final form will boost him to 428kk. Way above 2x stronger.
If his final form is nonlinear, doubling his base form PL could boost him high enough. And that's why speculating about powerlevels is mostly bullshit, you guys don't even have the formulas.
Considering Goku, Frieza and basically everyone else gets some form of transformation, they can get strong pretty quickly depending on how these boosts work.
Ofc it doesn't mean Toriyama actually thought about these formulas, but it means Toriyama can do whatever he wants without breaking the consistency, since he never really explained how the boosts or even training works. If there is a inconsistency regarding power levels, it should be among non-transformed people, like Tagoma. But even then, it could be explained that he gets some kind of not-zenkai boost or training with stronger people actually makes you much stronger (see how Whis asks Goku and Vegeta why did they decide to go to Beerus' planet if all they have to do is spar with eachother).
