Not how it works in practicality though. People "returning" is implied by the manga end as people "being reincarnated" through the death & rebirth of the planet.
The LCL is primordial ooze that will, after millions of years of evolution and growth, return the people to what/who they once were (minus memories ect ect).
Shinji and Asuka are either special cases because they had piloted EVAs so often, or they will become Adam and Lilith and recreate humanity from the very foundations (this last part is just speculating)
