The problem is simply that, as I said, it's outclassed by OfA in every way.
Now I know OfA is stupidly overpowered at max potential, but it still can't do most of the things the other students can do. It can't create explosions, or make things float, or grant super senses, or stick things to surfaces.
All the kids have extra utility to their quirks that can let them shine in certain situations...except Sugar's. It is just a weaker form of OfA with more requirements and more drawbacks.

Deku's only proficient enough with OFA to reliably enhance himself to slightly superhuman strength.
Rikidou can punch a hole in a concrete wall by chewing some gum on the fly. He could do some real damage before his weakness kicks in.
