Mahou Shoujo should be defined by a prototype definition. The more of the characeristics of a mahou shoujo a show fits, the more typical of a magical girl anime it is. When you start reaching only a few of the traits, you may start to argue if it's actually a magical girl show or not. But having strict requirements doesn't work, because even very typical mahou shoujo may fail some typical traits. If they fulfill many other requirements, they should still be considered well within the mahou shoujo genre.
(There also seems to be some people who simply use a literal definition: is it girl+magic, then it's mahou shoujo. This is a definition I strongly disagree with, and this thought should be disregarded for my post.)
I have put some thought into trying to come up with some prototype traits of mahou shoujo, and I have come up with something, although there may be redundancies, some important characteristics may be missing, and there is overall room for imporvement. However, I will present what I've come up with in order to further explain my argument, as my present work should be suitable for this purpose, despite its flaws. Then, I'll put these characteristics up against some anime I've watched and draw comparions, and we can see if we discover a pattern to how many of the mahou shoujo characteristics a show meet, and how often it's considered a mahou shoujo. So, here are the characteristics I've come up with:
-Mascot animal, often granting powers
-Pre-action sequence, animated outside the typical frame of the show, with animated effects usually not influencing the plot. Happens before the magical girl perfoms an action the show may be build arond.
-Contrast between day-to-day life and world of "magical" powers. (Society should not, on the surface, be built around magical powers.)
-The magical girl should have a different look during action from her regular look

We'll say this is enough, I forgot some of the other ones. But this should be sufficient for something to work with, during the analysis of various shows and how well they fit the criteria, in comparison to how typical mahou shoujo they are.
- Cardcaptor Sakura:
This is an anime very well recognized as a mahou shoujo. And, we can see that it fits all the criteria almost perfectly. However, it is slightly atypical in its lack of a transformation sequence. Overall, fits very many of the criteria very well.
-Princess Tutu:
Also well recognized as a Mahou Shoujo. However, not all of the requiremets for "the perfect mahou shoujo" are met: it has no animal mascot. It also lacks battle scenes, however this was something I absolutely failed to mention.
-Magic Knight Rayearth
An anime frequently brought up as a mahou shoujo. However, it fails at many of the given criteria, and under a strict definition, could very well be excluded from the genre. It has an animal mascot, which I feel should be given much weight, however, there are no transformations or different outfits between regular life and battles, and there is no contrast between a secret magical world and a non-magical world. Can be considered a mahou shoujo, but a very atypical one.
-Revolutionary Girl Utena:
No mascot animal, no action outfit, no transformation, not very flashy action moves. However, has a female main character, and has a pre-action sequence. I have serious trouble considering this a mahou shoujo

No mascot animal, although her shirt jacket thingy could be considered a metaphorical mascot animal, serving many of the same purposes. Perhaps not very girly design overall, and the biggest failure, in my opinion, is the lack of contrast between a magical world and general society. However, has pre-action sequences which even are a transformation, and an unique look during action. In my opinion, not a magical girl show, but may be considered a peripherical one if you give the right weight to the right criteria.
- Neon Genesis Evangelion:
Has a mascot animal, to some degree. Special action clothes, pre-action sequence in the form of launching the Evangelion. Contrast between regular life and life as hero. Main character is male, but I'd consider an anime a mahou shoujo even with male main characters if enough other criteria were met. The outline of the bodies of the main characters are not determining for the shape of the action outfit (the robots are too big, do not follow the shape of the fighter in any way. Could just as well be a slug that was the fighter, and the outline would not change whatsoever). Also, a lack of magic and girly aestetics. The biggest failure, however, is the outline of the action outfit requirement.
I'm tired of writing. Let's just say that Digimon fails under humanoid if nothing else, and possibly that it should be a main character? Bubblegum Crisis fails on aestetics primarily, but also on mascot animal and pre-battle sequence if I remember correctly. Some of the more mecha-y mahou shoujos like Symphogear may be dependent on the other criteria. Is Infinite Stratos a mahou shoujo? Ignoring the MC, it only fails on aestetic requirements and mascot. I'd be willing to consider it mahou shoujo, but atypical.
I'm not going to write any more, and don't complain that I stop writing. I've spent so much time writing this, you better be grateful.
