I've tried to figure out why this was done, any reason besides writer spite. The only thing that comes to mind, comes from the fact that the manga and anime are two different tellings of a similar story.
This chapter and the last one are the only times the manga gave any focus to Gohan. If you were only following the manga, this was how you found out Gohan sucks. The manga skipped RoF, so it didn't establish that yet. Meanwhile, the anime used that arc to show Gohan regretting slacking off.
Both had the job of establishing the fact that Gohan sucks, both did it different ways. Things appear a lot worse since the manga is a story arc ahead. Since we think of this as one adapting the other (as opposed to both adapting whatever Toriyama says), it looks like Gohan somehow learned nothing from the Frieza fight, despite him blaming himself for Piccolo's death (which is another big thing not covered in the manga).
With all that in mind, it's still easy to think the writers just don't want anyone to like Gohan anymore.
