The problem isn't that they're "doing it". The problem is not plugging your own culture in your fiction. The problem is when you make a story ABOUT worldwide cultural figures, then overrepresenting any one culture, your own or otherwise, is counterproductive.
In the specific case of Drifters. The main characters being japanese is fine, Oda and his crew are fun characters. The problem is that on top of them, you have the boss of the drifters, the pilot, the navy man, and on the other side you have even more japanese.
That's the problem. Not the fact that the japs are important to the story, but that in a story about worldwide figures, he's concentrating on the japanese too much.
