It is also hard to judge IBOs budget as you'd think it was at least a medium sized one but the animation quality is all over the place

Nah, RahXephons plot structure only has similarities with Eva in the first episode and if you count in EoE in which episodes 25~26 of RahXephon are a more concise, easily digestible version of EoE with a definitive happy ending and even then the only things they have in common is "Everyone dies, keikaku doori".
RahXephon spends most of it's time following the pursuit of what home really is, feeling out of place and dropping some very heavy hints to Ayato's past. Also Raideen>Ultraman so RahXephon is better in my opinion.

I wouldn't say the redhead is an accurate Asuka analogy and Quon is far more in the know than Rei, she's just off in her own world most of the time and doesn't explain anything because she doesn't feel like it.
