Sales were abysmal from what I remember. Technically we're not getting an S2, we're getting a second cour which just means that they planned to have 25ish episodes from the very beginning, but for scheduling reasons they have the last 12-13 episodes air in another season.
Quality of animation is usually less about budget and more about how much time the animators have to dedicate to the actually drawing/the quality of the animators themselves.

OPM wasn't even a top seller in itself and was elevated by an event ticket, its great in itself since it started on the bottom of the season but grew as it went on.
I'm rewatching some episodes (episodes 1 and 3) and is incredible how everything makes sense, every piece is put on its place, in the third episode someone even tells Raito something like "Must be hard to you with all these protests". April can't come soon enough.

It is highly implied that ConRevo-Japan becomes more fascistic and will transform the Superhuman Bureau into a paramilitary organization to register and handle all superbeings, as well as arrest normal humans under the pretext that they might also be supers, while Jirou might actually really resort to terrorist acts.
He lost control over himself after releasing the locks, after all. Perhaps to save people, he tried to unlock his power once more, and then people died, but he now managed to have control over his powers.
This will allow both sides to maintain their shades of grey.
