Let me rephrase that: it's the worst game of the franchise. The gameplay was very fun but the characters were awfully generic and the plot lacked weight (not to mention the terrible ending). Honestly, the best part about VC2 was Cosette's colour blindness subplot which had some nice foreshadowing. And even the gameplay despite being the same fun formula of the original was way too repetitive. Again, it may not be a bad game, but by far it's the worst of the franchise.
VC3 is a much more polished experience, you should definitely check it out. It still fails to mature to a satisfying degree and it's a game that is too attached to the saga's lore and characters, but a much, much better game nonetheless. Also, you have Valkyrias that actually do something (including Aliasse, funnily enough).

I've played VC3, I like it- it's certainly better than 2 (though I enjoyed VC2 as should be apparent by now).
What I thought was most interesting is how they changed Balden 'literally Hitler' Gassenarl from VC2 into someone with actual character depth and redeeming characteristics in spite of his deep-seated racism. They retroactively fixed some of VC2's shallow plot.

Yeah, Baldren and Audrey's thing in VC3 was pretty good: even though they ranked higher than normal by virtue of being nobility, they were still prideful and battle harden individuals that truly loved their homeland. Even his axe to grind in the council against what he perceived as failing on the penal squad's part managed to feel both justified and in character.
That, however, was an exception since the worst scenes in VC3 are the throwbacks to the previous games. Seeing Squad 7 was cute but I can't shake the feeling that it was shoehorned. After a while, you're in this "who will I meet again next?" mentality that is not good at all. It's almost like the game is too afraid to be itself. Still, where it really shines is in the gameplay seeing how it was streamlined without feeling dumbed down and the difficulty is great.

You realize that isn't true, right? If they actually regretted killing her, that would mean they'd prefer her to be alive. All they'd have to do is release a DLC that shows her surviving the blast, and create a short story that shows what she did afterwards (sort of like how they showed a snippet of her past with the Beyond Her Blue Flame DLC).
The whole canon about how that blast takes the Valkyria's life to use, could extremely easily be explained away. Bear in mind that literally everything they know about Valkyria and their powers is second-hand knowledge and myths/legends, there's already seeds of doubt about the legitimacy of any of it.

One thing I did like about VC2 was the introduction of squad missions. Allowed the fleshing out of side characters that were more than just a glossary entry. I mean, obviously some of them were fucking stupid, mainly the more anime-centric ones like the incest siblings, "help these two idiots confess to each other", the stalker, etc., but the ones that made unique uses of the setting, like that one dude whose best friend was on the other side of the civil war, or the racist Imp student, were quite nice.
I did like how VC3 improved upon this further by making it so that they weren't all centered around the MC getting involved in everyone else's problems, and instead random combinations of squad members helping each other out.

While we're talking about inconsistencies, one thing that bothers me is the characters not knowing how to wear a simple fucking uniform. The hate isn't as widespread as these threads make it seem, but some people get really worked up about it. Especially over the obvious attempt at getting more interest in Japan by changing the setting to a pseudo-high school. The mains were weak as characters too, and Avan's english voice probably didn't help any with that. There were other problems, but those seem to power most of the rage.
They did seem to notice that the random credits thing sucked, but the replacement in VC3 ended up taking just as long to class up people, which eliminating some of the class variety. You also had to stay in the same class to earn experience, so when the class maxed out anything else was just lost. It was a big problem if you wanted to move people to other classes to try to get some of the better potentials.

VC2 is not a bad game by any means, but it is an incredibly underwhelming experience for those who had previously played VC1. That marketing thing you've said makes sense, but considering that VC2 was localized and VC3 was not, I can only assume this was not very well thought out on SEGA's part. Huge waste of potential.

Normally, saying that something was streamlined from the previous instalment is just a PR meme, but in this case, VC3 delivers. Even if there was less class variety, it made sense. Why couldn't an Elite Lancer use a Mortarer's weapon? Or a weapon from a lower class, for that matter? Why couldn't an Elite Sniper use an AT Sniper rifle? It made sense. Where you can allege that it lost variety is perhaps in the Potentials, but considering that the game gave you the option to choose a potential from any class you had mastered, it was a good enough concession. Also, sure, they gave us the special abilities, but to counter-balance that the armoured vehicles no longer had a "press this button to destroy" and the game was generally more difficult and required more strategic thinking; the cost of the orders was finally rebalanced to something that made sense and was useful; using a heavy armour tank was finally a viable option. VC3 is just a much better game despite some of it's flaws.

I could see that they were streamlining it, but my problem was more that there was less specialization towards roles, since as you mentioned you could just change the weapon or potential. The there was less reason to use a larger variety of your squad since the swapping was so easy. I also personally liked the minor appearance changes when changing class.

Yes, but working together with the threat of death hanging over them and bonding is a major thing for soldiers. The lack of discipline did make it seem like less of a real fighting force though, even if it was just a militia.
As for the death underreaction, it seemed to be one of those situations where they wanted to kill a character for dramatic effect, but forgot all of the consequences that would come from it. They almost universally do a bad job with deaths in all of VC. But that's not unusual for most games either. I can only think of one or two examples where a playable character death was either powerful or drove the plot significantly.
