I disagree. In universe, Cell's origins are likely the biggest mystery there is, and you know the Z fighters and Mr. Satan aren't revealing anything. Plus, the battle of Gohan versus Cell was apparently the first fight to be sensed by other planets far across the galaxy (and should've been sensed by Supreme Kai, if he wasn't so terrible at his job). The Namekians felt it despite being untold light-years away, and the energy the two pumped out was enough to convince Babidi that Earth had enough power on it to resuscitate Buu.
Plus, I like how Cell was the culmination of all the mistakes Goku made over the course - namely how he spared so many enemies - of the series that could only be rectified by Goku's son, Gohan.

Goku had an extremely low power in his base form, to the point where Beerus didn't think his base form could beat Frieza. Even if you count Imperfect Cell's power as his base power and not Perfect Cell, he would still have way more to work with than Goku.
Goku's body could handle no better than a x20 multiplier on Kaioken. However, Frieza has probably one of the hardy bodies in the entire series. Frieza survived with his lower body, arm (and I believe a part of his head) destroyed in the depths of space with no oxygen. When he got revived in FnF, his body was actually split into pieces. With that kind of body, Cell could probably get over a x100 multiplier on Kaioken.
