They do it because it's easier to produce that way and simple to read. You get a panel and then you swipe down and get another panel. The problem is if you try to look at it as a piece of cohesive work. It's not. It's just lazy visual garbage.
As the other anon said, there's little to no thought put into the layout and the way focus is supposed to flow on the "page". The visual pacing is often just as bad as the story pacing. Many of them have pretty bad or mediocre art, even if it is in color. There are a few decent looking ones, but even then it doesn't change the fact that the vertical phone format is garbage for anything more than a simple 4-koma.
