No, the MA had been watching Garou closely before that. Bug God, Royal Ripper, Senior Centipede (who was killed by Metal Bat in the redraw), and an unknown flying monster (who may have been Phoenix Man, as he is the only monster in the association we've seen that looks like he's capable of flight, not including Psykos) were sent to rescue Garou when he was cornered by Genos, Bang, and Bomb.
The rhino, jellyfish and bird monster that showed up recently are new. They might be Tiger or Demon level monsters, it's hard to say.

Those are theories on the NEXT arc. Right now, it's just about their relationship. It MIGHT get resolved here, or it could carry over to the next arc like Garou's hero hunting arc did. There's also whatever the HA was trying to do with Accel, which might be a later plot point or connected to whatever will happen in the next arc.

I'd classify it differently. Boros was all about other "races" apart from humans and how those races could threaten humanity. Garou and the Monster Association was more about how humans (and other "normal" beings) could transform and mutate, and how Garou transcended those beings by being the pinnacle of human combat ability combined with having transcended his human form by mutating. I'd say Metal Knight and the Organization will be introducing the next God level threat; what human beings end up creating from their intelligence, artificial beings and robots. God may follow up after this, as unlike Boros, God seems more supernatural (Homeless Emperor's balls of light are described as being magic by Zombieman). ESP may fit under this as well, considering that they're connected to ghosts and such in MP100.

Stinger was badly injured from fighting the Seafolk mob. Each one taken down would have reduced their overall strength, but their numbers also meant that Stinger can't stop himself from gradually receiving damage and be weakened by his injuries.
Golden Ball and Spring Mustache, despite how awesome they've been lately, are still lower in raking than Stinger. So they're probably weaker than Stinger as individual fighters.
Stinger, with the help of Genji, was able to take down a Demon level monster. The monster in question was just a child and an animal that acted purely on instinct. So, remembering that threat level is as much an approximation for how much destruction a monster or disaster can wreak on people and a city as it is a general look at how dangerous it is to fight the specific threat or monster, it's conceivable that in the right situations, a Tiger level monster could be harder to beat for A class heroes than a Demon level monster. It depends if they have the proper strategy and ability to deal with the specific threat. Numbers and techniques can help, and sometimes having enough power in the first place is needed too. Fubuki beating Psykos is a great example here, as she had strength and technique backing her up.
Golden Ball was immediately taken out by Kombu, so Spring Mustache had to beat Kombu on his own. If the two had fought together, maybe they could have easily defeated Kombu?
TLDR: Kombu seems amazing, but that's just the perspective of a couple of A class heroes. Kombu might, in the end, only exist to show us how terrible and threatening even Tiger level monsters are.

I think that speaks volumes more about the ship's capabilities than anything else, considering they managed to detect the meteor which was even smaller. The ship just appeared suddenly in the sky, after all, and could be considered a Dragon level threat all on its own.

Don't forget that Moustache's supermove was capable of penetrating Kombu's defences, it's just that it was dodged. But the fact is both of them were relatively weak defensively, so despite dishing out damage like an A class should with their memory metal weapons, they couldn't tank damage. Further, both in separate occasions were shown to be powerless after running out of ammo/had his sabre broken. So they suffer from the common issue of being weakened when unarmed.
This isn't their own fault though, as I doubt even the mighty Atomic Samurai can do much without his sword. And Lightspeed likely also suffer from that critical weakness. Metal Bat is just lucky his bat is indestructible, however it is likely he could still punch monsters to death if he is mad enough.

To be fair, Tiger's actually plenty tough. Demon is supposed to be able to devastate an entire city. Cities are fucking HUGE. Fiction depict cities as being not much bigger than a small village, but real cities are huge.
A Tiger level monster can presumably take out several blocks of property or hundreds of normies in a relatively short time. That's actually quite impressive in a real world setting.

Boros is DB/80s/90s analogue. Even based on a manga ONE did when he was 9 where the villain was so powerful that he gave up on writing the manga and used him for OPM.

Definitely not 3 months, although 3 months have passed up to the current point. Bofoy lists down how long it took for Saitama to be promoted from C to B to A. He got promoted to B rank 43 days ago and was admitted into C class 65 days ago. Lastly, he was promoted to A class 2 days ago.
Saitama became B class after he defeated Sea King, then some time after that, his involvement in the alien ship incident (probably amongs other activities) brought him up to rank 7.
So there's your general guideline for how much time has passed between Boros' arc and the current one.

I don't think the prophecy is going to end in something so standard as "another enemy, but this time even stronger". OPM isn't exactly a masterwork of literature, but considering how much it plays with fighting manga cliches I don't think ONE is going to go the most direct and obvious route. Besides, a scenario like that could only end up retreading ground traveled by Boros and Garou.
Remember that the prophecy doesn't say "an exceptionally strong enemy is going to attack earth" It doesn't even say "the earth is in danger of being destroyed". It just said "the earth is in danger" (though I admit it might literally mean something different. I'm assuming the translation is accurate). That could mean fucking anything; I wouldn't put it past ONE to end the whole comic with an aesop about carbon emissions. Even without going the joke route it could easily wind up being something more abstract than another powerful enemy- the hero association turning evil, the earth drifting out of a stable orbit and Saitama having to punch it back, all of Saitama's punches affecting the stability of tectonic plates, etc. My point is that I wouldn't put money on the prophecy being so straightforward.

Because they've always scaled their attacks. Nappa can oneshot a city with two fingers, but his stronger attacks did nothing of that scale. Same thing for planet busting. The attacks are all just as strong or stronger, but they're not made for such destruction.

In-universe: They can somehow concentrate their attacks into being strong yet doing small colateral damage this makes sense for the heroes.
For the villans not really, but you could argue they have a massive pride (Vegeta, Freeza, Cell) and they want to win "fair" so not going to do the cheap destroy the planet victory, except when they are really overpowered and indeed resort to that tactic.
Kid Buu didn't give a shit about that and destroyed the earth inmediately.

My headcanon on that is that after Freiza, metaphorical powerlevels rose very slowly, but just being a foot head of someone makes you look a million times better than them, which is why everyone was able to catch up to each other so easily.
The reality is that powerlevels in DBZ are just bullshit and Toriyama is a lazy writer who doesn't really care that much. If you're stronger you're stronger, that's about all that is important.

Vanguarding only works if the heroes climb up incrementally one rank at a time because they're scrubs with slow power progression.
Saitama finishes off big monsters and jumps ranks like when he skipped past Mumen Rider after the sea king fight.
Sweet Mask is only capable of stopping any more S-ranks because the next strongest A-ranks are the three samurai disciples and they're not good enough. Once an obviously strong guy like Saitama shows up, he'll just skip through Sweet Mask or get beat up trying to be a dick to Saitama.

Saitama in C rank was a special case though because he played the bad guy glory thief role in front of the public. If they actually believed he was stronger than everybody else who fought the sea king instead of beating a "weakened" monster, he would've easily been promoted to S rank without question. If he didn't have the backing of people like Mumen Rider, he probably would've stayed in the #2 spot.

Sure. Not like it really matters. If someone manages to perform better than him, they'll deserve it. It's best to think of him as being the best a C class hero can perform. A quality standard. Unlike Sweet Mask who'd clearly be one of the stronger S class heroes, C class is a good model for what C class heroes can perform. Anyone who can do more hero work than him, either through quantity or the magnitude of their achievements, would be worthy of getting into B class.
This discussion about the ranking system makes me wonder why everybody isn't S-class or something.
If the top ranked of each class can get promoted to the next tier, what's to stop a whole class of heroes getting promoted up by hero pool exhaustion?
e.g. A-class rank 1 goes up to S-class.
A-class rank 2 becomes rank 1. Goes up to S-class.
Repeat until nobody left.
The only reason it doesn't seem like this isn't happening is because either nobody thought about it, or there's more to the rank 1 promotion scheme.
Mumen Rider, Fubooty, and Sweet Mask couldn't have been the vanguards of their classes since the beginning.

Nah. When a hero wants to get promoted, they have to be examined by a committee. That's probably one of the things holding Rider back. Although there are some HA employees wondering why Rider hasn't tried to, Rider probably knows that his abilities alone aren't fit for B class and would be rated as such by the committee.
