He said three different things. When he finds out that Vegeta and Gohan were killed he says he wouldn't stand a chance. After he fights him he says that he probably would have lost, but didn't go all out because he wanted the living to be able to deal with their own problems. When he was about to fight Kid Buu he says he could have beat Fat Buu if he had tried.
It's debatable whether he was downplaying himself for Piccolo or puffing himself up for Vegeta, but in my expert opinion he wouldn't have been able to beat Fat Buu. He clearly underestimated how hard it is to kill Buu and how much strain Super Saiyan 3 put on him while he was in the living world. Plus he was on a very strict time limit, which would have been even shorter if he had gone all out.
In DBZ, Frieza's empire had a much stronger aura and a threatening atmosphere than other villains.
Frieza saga was objectively the best saga. If you grew up on the DBZ anime like me and read manga after watching the anime, you'd realise that the anime dragged out the fights unnecessarily. That's one of my pet peeves about the anime.
Anyway, the series as a whole went downhill starting from Cell saga. I watched the anime for the initial story leading up to the fights, then I watched the fights and skipped the fillers. It made the anime bearable and interesting then.
Otherwise, boredom.
DBS is a joke and Toriyama is the villain not even Goku can defeat.

Gohan could've killed him. But gohan's typically had the flaw of being stupidly confident in himself when he gains the advantage, like vs Cell where he basically would have just LET HIM WIN if not for goku's sacrifice.
Gotenks didn't really have much of a chance, he was established to be fighting more or less evenly with super buu at ssj3. Also, gotenks is a joke character. Him being a failure is the point.
Vegetto was a matter of him assuming the fusion was as permanent as he was led to believe. He figured that he could just hop inside buu and save everyone before killing him, because as far as he knew, he could.
All of these are the result of arrogance to varying degrees.
Hell, the only reason Buu even absorbed Gotenks and Piccolo was because he preyed on that by acting like a complete dumbass for the duration of his appearance until gohan finally showed up.
Comparatively, Kid Buu was the result of Vegeta trying to survive in Buu's body.
However, none of them with the exception of the hour wait time buu gives gotenks after buu fights gohan are the result of a vague OH HEY CELL GOT AWAY, WE'LL GET YOU NEXT TIME BUG MAN, NEXT TIME.
