It's Miura, as there are still telltale signs of his style and artistic quirks. Thing is though, he has taken such long breaks from the manga that his character models are all out of whack.
Furthermore that shows, unfortunately, that he isn't even storyboarding pages and panels in between hiatuses. He's most likely just going by the general outline in his head for the story, and it's taking longer because he has to re-learn to draw these characters from his character sheets, rather from muscle memory.
Miura isn't getting any younger, and the inconsistent nature of Berserk's publication is really starting to show. I mean, it still looks great all things considered, but diehards can easily see that a few things are off.

The armor removes the physical limiters of the body. If you are fighting too hard your body hurts and tells you to stop the armor removes that so that you can continue to fight.
It even uses itself to close wounds and reinforce broken bones so that the user continues to fight.

I think it's more or less his schedule. Miura would have several months to draw Berserk, where he could take his time, relax, and make sure every panel is drawn at its finest. Now that he has to draw monthly, adding the fact he hasn't drawn Berserk seriously in a long time, it's probably forced him to give up on some of the art quality, and resort to alternative methods on completing the panels quicker.
I sort of don't mind the irregular releases, as long as Miura tells us when the next chapter will be.
