Even that can't be solely blamed on him. No one spoke up against him to do otherwise. Even L-Elf was in favor of keeping the Kamitsuki thing a secret, and no one here ever blames him for it.
And the Phantom shit was a set up to begin with. Doing anything differently wouldn't have mattered, the consequences would have been the same, though I admit him getting timid all "I'm sorry" at the climax was stupid, but that episode seemed to have a lot of plot-induced stupidity on everyone's part.
