Series is just the misadventures of the duo, you can start anywhere. Hell, I watched the movies before the TV and OVAs.

It's all entirely episodic anyway (apart from the Flash OVAs, but we don't talk about those). And these days you should be able to get everything off DVD or BD rips, rather than nth generation VHS.

Just finished episode 5, I'm really impressed with some of the animation, Dirty Pair had some beautiful animation back then that holds pretty well even by today standards.
