It's weird, Genos isn't really a jobber in the traditional sense.
Most people that job get completely blown the fuck out to demonstrate their opponent is much stronger than them, but even though Genos gets his shit pushed in by everyone, it's always because of him being overconfident or letting his guard down and the comic/manga/anime makes it a point to say this.
I guess he's a jobber in the best sense, because his power level stays intact after getting his shit pushed in.

He's a jobber because pic related. We've only seen him deal with threats that Saitama has to finish off. Against Tiger threats or normal people he might come out of it with all his limbs. He's not overconfident so much as he has no technique. What good is a punch if you can't hit someone with it?

For a non-/a/ example, take the Flash. When writers want him to be cool and strong, the let him be faster than the speed of light, punch with infinite mass, and basically become physics, but then when they need a villain to look cool, or to have him in a group, they bring down his level without any actual plot device making him weaker. Thus you get a character that can learn how to build a house by reading an entire library in less than a second, and then actually builds the house from scratch before that second is over, get stabbed by accidentally running into a sword used by a normal human.
I use a /co/ example because it explains OMP well. Genos is supposed to be one of the 20 or so strongest heroes in all of the world, and is shown to even be able to almost keep up with Saitama in some cases, yet he always fucking loses.
