New dub, definitely. In particular:
Usagi's new VA is the most Usagi we've ever seen Usagi.
Rei's new VA gets her sassiness on-point.
Makoto's new VA owns the role and sounds downright fucking heroic when she goes "JUPITER (STAR) POWER, MAKE UP!" and the chant she goes into before Supreme Thunder.
They handle the songs well that have to be sung by the VAs, too. It's about as good of a new SM dub as one could ask for.

There is no way that it is better than the sub, though.
The sub just presents the characters and (most importantly) the humor so perfectly, plus it has some great Engrish.
