It's an interesting question. When you body is artificial do what degree questions and obligations of modesty apply? In formal public occasions she wears a uniform, but given the somewhat irregular status of Section 9 I felt that it was simply that she didn't give a fuck and this was just what she liked/was comfortable in.

That has to be one of the lamest excuses for skimpy clothing I have ever seen. A standard police officer's cotton outfit allows for the complete range of motions that the human body is capable of. As a cyborg, she's likely to have a somewhat decreased range of motions (though not to the degree seen in robots and prosthetics now, obviously), so it should be even less of an issue for her.
