In formal public occasions she wears a uniform, but given the somewhat irregular status of Section 9 I felt that it was simply that she didn't give a fuck and this was just what she liked/was comfortable in.

Except there is internal logic to the way the Major dresses.

The Major is supposed to look like a cheap waifu robot and not the super high end full prosthetic cyborg that she is. So the trashy manner of dress is part of the look.

The Major's body is incredibly expensive and one of the most advanced in the world. If her outside appearance reflected the nature of her insides. People would be trying to mug her and break her down for parts, all the time. So on the outside she looks like a cheap robot. Like the kind that would would be someone's waifubot. The trashy clothes just help add to the appearance.

The one that i mention is that even in Gits, brain have age limit. In one particular episode in season two (i think) Motoko is about to transfer her ghost from her main/actual brain into newer brain, to replace the aging brain.

That has to be one of the lamest excuses for skimpy clothing I have ever seen. A standard police officer's cotton outfit allows for the complete range of motions that the human body is capable of. As a cyborg, she's likely to have a somewhat decreased range of motions (though not to the degree seen in robots and prosthetics now, obviously), so it should be even less of an issue for her. FFS, it's not a suit of armor or anything like that.
