It balanced the characters poorly.
It set them up to be Main girl Aoi + 4 close highschool friends making their way in the industry.
What it ended up being was about 90% Aoi; a single subplot with Ema before she became a background character that only popped up now and again for cuteness/comic relief and had no real relevance towards the plot or drama; the beginning of a subplot for Tires that abruptly cut off and was off-screened, along with her entire character who barely appeared across the entire 2 cours; a background subplot with Diesel that remains in the background and has its conclusion fizzle because she shares a minute or 2 at most every couple of episodes with the main drama that completely overshadows it; and Zuka, who appeared every now and again to be sad and remind you that she's pathetic and going nowhere, only to disappear for another several episodes before appearing again, just to once again remind you she is still there, but still pathetic and not going anywhere, with an abrupt and sudden emotional payoff literally at the end of the series.
Office side characters with no character arc or subplot of their own ended up having more screentime and relevance than the actually primary characters. Characters were paraded onscreen now and again just to remind you they existed, without progressing their plotline at all and in general everything that wasn't Musani's production and deadline was sidelined and completely overshadowed to the point of leaving you to ask "why even include those subplots at all" and "why even include these characters at all?"

At first I feared only people who watched a lot and know the industry well would be able to enjoy it but it turns out even people with completely different tastes and powerlevels from me liked it a lot.

The actual industry stuff tends to fly by so quickly that you're not really missing much by not getting it. At the end of the day, the drama and characters were the focus and they were just rock solid. It's hard to dislike Shirobako unless you just fundamentally dislike character-driven periodical drama/comedies in general.
