It's because Funimation (who did the Brotherhood and FMA03 dubs) are based in Texas and have a relatively limited stable of voice actors to draw from, rendered more limited because dubbing anime pays like shit (compared with, say, the Simpsons, the voices for whom earn 800k+ a year easily). It's why voice actors like getting jobs voicing characters in video games, because it pays a lot better. Especially Bioware, apparently - they pay *very* well.
