That is absolutely false. I can agree that how "good" something is can be judged based on the genre of a show, and that it could be considered a 6/10 for anime standards, but an 8/10 for it's genre, but some shows are just garbage. I watched Gantz, and enjoyed the fuck out of it, but that shit was downright terrible. Valvrave was highly entertaining, and as much as I anticipated the next episode, it was just the most beautiful trainwreck I'd ever seen.

If you strip away all the shitty CG, the vague harem antics, the utterly bland writing and direction, and goddamn Nyu, the shard of Lucy that you would be left with at the core of Elfen Lied makes for a possibly very compelling character. She had a lot of edge without being edgy, as she struggled to change through the course of the series. But you do basically have to strip everything surrounding her and place her in a dramatically different story.
A strong example of good character stuck in shit show.
