The problem with the girls isn't really the development, it's more that said development didn't have an actual impact on the plot or their actions. It was here because they had to fill some writing space. I haven't seen a lot of Magical Girls but the genre usually features character presentation and development and has an impact on the scenario like Nanoha (only seen first season tho). The girls' actions are the result of their personalities. Here, the presentation was average and it had no impact because they HAD to fulfill their mission anyway. And this development didn't influence the ending either.
