I think that particular TL note is fine. If that drug wasn't mentioned for ~60 episodes and then it gets name dropped in a single sentence, its worth reminding the viewer.

It aint the translator's job to try to "improve" the show by explaining stuff that's not part of the original Japanese dub. They just translate. The Japanese didn't need that note, why would you?
I'm fine with TL notes that explain obscure Japanese culture references or puns that don't make sense translated, but I hate when they're used to explain references to Western books and such (if a Jap can understand it, I'm sure I can too), translating languages other than Japanese and explaining the plot.
