The point of the smoking episode was that in spite of her proclaimed aspirations, Kate is actually prone to flights of fancy, and that even in times such as those, she is such a charismatic leader that her followers will go along with her.
If you thought that episode was some kind of hamfisted anti-smoking PSA then it went right over your head.
In general I don't think /a/ really understood what was going on half the time in Zvezda. Personally I loved this anime, it was a good mix of light comedy and strong character development in a quasi-adventure narrative. It also stands up well to scrutiny, repeated viewings, and deeper analysis. I'd say it's definitely AOTS Winter 2014, though that's not saying much.

It had a very variegated and original set of characters, we even got NANOMACHINES, SON.
The antics never satisfied the more serious approach the characters themselves thought they had , but I never felt the show would have ever followed a serious plot. Did anyone really expect a world conquer?
